ANAKBAYAN UP Diliman Statement On Increasing State Surveillance, Harassment, and Arrests of Student/Mass Leaders Under OPLAN BAYANIHAN

‘Winning the Peace’ — Oplan Bayanihan’s Crude Irony

In yet another jab at democracy and human rights in the country, the Armed Forces of the Philippines (AFP) under the command of the puppet US-Aquino regime, has again waged a series of desperate attacks against its vocal critics in the past weeks – the youth sector not immune.

Veiled under the flowery rhetoric of ‘winning the peace’ in resolving the armed conflict waged in the country-side, physical and psychological attacks on legal activists, peasants, workers, and journalists have become a frequent occurrence under PNoy’s latest counter-insurgency guide, Oplan Bayanihan (2011-2016). In the AFP’s book, this “peace” could only be thus achieved by sending resisting masses into their graves.

Latest Victims of Human Rights Violations Under OpBay

Recently, two students from the University of the Philippines Manila, Nikki Gamara and Cleve Arguelles, were reportedly subjected to surveillance and harassment last April 2 and 3. Gamara is the daugther of arrested Bayan Muna campaigner Reynante Gamara, who was abducted on April 3. Both Nikki and Arguelles are also members of Anakbayan.

Also victimized on the same day, Christian Tuayon, regional chairperson of Anakbayan in Negros, was arrested by a joint group of soldiers and police at a rally in Bacolod last April 3. His name appeared in a list of alleged members of the New People’s Army.

“We condemn the Armed Forces of the Philippines and the Aquino administration for this latest attack on our members” said Vencer Crisostomo, national chairperson of Anakbayan.

Accounting all HR violations since January to April of 2012, apparently one student/youth leader is said to be victimized and harassed every week by military and/or para-military elements.

“Who else would have the motive to attack Gamara and Arguelles aside from the very same people who framed-up and arrested her father? Who else has been positively identified in other cases of harassment against other youth leaders earlier this year? Who else has been charged by the courts of abducting one of our members back in 2006?” he said citing the cases of harassed Diliman Community Development students dubbed the Porac 3, and the abducted UP student Sherlyn Cadapan attributed to Palparan.

No Different from its Predecessors

Early in its conception, ‘BAYANIHAN,’ or the AFP’s Internal Peace and Security Plan (IPSP), was patterned from U.S.A.’s ‘new’ COIN (Counter-Insurgency) program, which seeks to use a ‘people-centered’ and ‘whole-of-nation’ approach in its military operations.

As pro-people and harmless the premises may sound, in reality Oplan Bayanihan in all essence retains Oplan Bantay Laya’s inhumane brutality under GMA and Ret. Maj. Gen. Jovito Palparan.

Masquerading as a program that will serve Aquino’s four-point agenda in security (good government, delivery of basic social services, economic development and security sector reforms), it is actually bent on crushing both the growing armed and unarmed resistance of the Filipino people, blurring and drawing little, if no distinction, among the two.

Asides from crushing forces from the left, it also seeks to crush the struggle of the Moro people while maintaining an old semi-colonial, semi-feudal rule by U.S. imperialists aided by the local ruling elite. US Imperialism likewise rewards its puppets with “foreign aids” (ex. Millenium Challenge account and loans from IMF-World Bank) for putting it up in a favourable position for imperialist plunder of resources, while at the detriment of the majority of people in the long-run.

Waging a War Against the Filipino People

It is becoming clearer however that OpBay is not only becoming a war against the communists anymore, but also against the toiling Filipino masses in general.

“The harassments may be part of a coordinated attack by the Aquino administration to silence and intimidate some of their most outspoken and effective critics,” Crisostomo added.

Mass militarization of the country-side have displaced, intimidated, harassed, and caused casualties among civilian & indigenous families caught in between military combat operations. Soldiers have even been known to have encamped themselves inside schools, health centers and village halls under the AFP’s civil-military operations.

Just last February, the US increased their supply of unmanned drones to the AFP, killing 15 members of the Abu Sayaff. It is disheartening however that most of the casualties were innocent civilians. With the blatant strategy of lumping combatants and civilians into one group or targets, more than 1,100 civilians have been extra-judicially killed in the last 10 years.

Ret. Gen Jovito Palparan’s brutal “red area clearing operations” under the Oplan Bantay Laya I & II is now also being used as a model for OpBay’s operations. Anakbayan and all of the national democratic movement condemn the government’s path of brutality against its own people and lack of sincerity in pushing forward the peace talks with the National Democratic Front of the Philippines (NDFP), while not really addressing the very root causes of armed rebellion: landlessness, foreign domination, and corruption.

Expose and Oppose Oplan Bayanihan’s Pro-Imperialist Framework!

It has become clearer as to the reasons of the government to suppress its people – it serves and protects the interest of foreign imperialist nations and corporations. As long as terrorizing the people, stepping on national sovereignty and keeping the country economically backward and dependent upon foreign powers is in line with their personal class interests, we can no longer hope this government would change itself for the better.

As the Aquino regime okays to more military tie-ups with the US, the Visiting Forces Agreement (VFA) and the Balikatan Exercises included, we could be sure of no less than more threat to our people and foreign intervention upon the archipelago. Only through collective action could we succeed in exposing and failing the government’s anti-people policies.

Time and time again Aquino said we are his bosses. Well, the time has come for the bosses to take back what is truly theirs – the political power.

Save the Trees

For 4 years, Baguio City became my home and haven. I may not have shared as much memories as those who grew up in the city, but the city has greatly touched my heart. I found my comfort place in the serene view of trees everywhere. You do not call it Pines City for nothing. Pine trees are one of the many reasons why you will love Baguio. And because of corporate greed, pine trees have to go down. When we were children, we were taught to conserve paper because papers come from trees. We were taught that trees give us shade from the heat of the sun, and they provide us oxygen. What happened to all those lessons on the importance of trees, Mr. Henry Sy? I do not know if you are even worth any respect at all because of your actions. You and your malls! You wished to build a mall expansion and a parking lot. In order to carry out such, you wanted to cut down 182 pine trees. You said you would plant 50,000 or more saplings as replacement. HENRY SY YOU KNOW THAT PINE TREES DO NOT GROW OVERNIGHT! Stop treating Baguio citizens as fools! We are not fools and we will no longer be deceived by your greed! Baguio City has no need of your mall! Baguio can perfectly survive without SM Baguio. It will even be more beneficial if you take away your mall. Heartless profit-seeking freaks have no place in the hearts of Baguio City and its citizens. We can perfectly survive without your mall! We will not stop until we bring the trees justice! No to your corporate greed! BOYCOTT SM EVERYWHERE! SAVE NOT ONLY 182 BUT ALSO OUR RIGHT TO A HEALTHFUL ECOLOGY!
